1. Unable to access the device control panel. (192.168.1.240)

  Check if the device is turned on (adapter is in server room)  
If no, turn it on.
If yes, Check the LAN cable of the device. (Router is in HR cabin)
Try to disconnect the LAN cable and reconnect it on another port maybe.
Try to access the control panel now.
If it's still not getting connected, restart the device from server room.

2. Device getting rebooted frequently or getting rebooted while reading a card.

  Replace the adapter in server room.  
If this doesn't fix the issue, look into device service center availability.
